EVV updates summary

Updated EVV compliance policy effective April 1, 2026; new 75% compliance threshold

  • In its notice issued February 10, 2026, HFS announced an updated EVV policy effective April 1, 2026, that applies to all Home Health Care Services (HHCS) provider agencies billing Illinois Medicaid, HealthChoice Illinois Managed Care Organizations (MCOs), and Fully Integrated Dual Eligible Special Needs Plans (FIDE SNPs).
  • The updated policy outlines quarterly compliance monitoring procedures, increases the state threshold for compliance with EVV requirements to 75%, and defines penalties for agencies that fail to meet the quarterly compliance requirements.

Background on the EVV transition

Effective December 31, 2023, Illinois implemented the EVV system for several populations, including HHCS providers billing Illinois Medicaid and FIDE SNP MCOs. Providers participating in the Meridian Medicaid Plan, YouthCare, and Wellcare Meridian Dual Align (HMO D-SNP) must be compliant with the EVV requirements.

  • Providers were asked to complete enrollment with Illinois’ statewide EVV vendor, HHAeXchange, which records the information defined and required by the 21st Century Cures Act
